CPI point for April 2011 is 186. If it remains same for May & June 2011, there will not be any raise in DA slabs w.e.f August 2011.

NOINO, NZ notifies election

A meeting of Northern Zone office-bearers of NOINO has been called at New Delhi on 12th June 2011. The main agenda would be to elect Zonal Committee for the next three years. The detailed agenda will be published soon. The participants / delegates have been advised to book their tickets immediately so that they reach New Delhi either in the evening of 11th or morning of 12th June 2011. The timing of the meeting would be tentatively at 10 am & would conclude with lunch. Those who are expected to attend the meeting have been sent mails separately.

Dr S.B.Sharan, Working President; Shri Ganesh Kamath, General Secretary; and Shri C.J.S.Salathia, Secretary, NOINO are likely to grace the occasion.

Venue of the Meeting : DTC Hall, 6th Floor, Jeevan Pragati, District Centre, Laxmi Nagar, Delhi ( Near ‘Nirman Vihar’ Metro Station).

The following are expected to attend the meeting : -
  1. All Divisional Secretaries & All Divisional Presidents of NOINO (NZ) Divisional Units.
  2. All Zonal Committee office bearers of NOINO, NZ including Zonal EC members.

The following office bearers for Zonal Committee are to be elected in the meeting.  Nominations for these posts are to be sent to Dr S.B.Sharan, Working President, NOINO through mail (mail id sb.sharan@licindia.com) latest by 5 pm on 7th June 2011.

Current-in-Charge takes charge

Shri D.K.Mehrotra, MD took charge of Current-in-Charge of LIC of India today i.e. on 26th May 2011. He has been advised to hold dual charge of MD as well as C-in-C for a period of three months (or till further orders, whichever is earlier), for the present, by which time the Govt intends to appoint full fledged Chairman.

Zonal Secretaries please note

As per CO circular ref.:Per:Admn/ZD/11-12/229 dated 03.05.2011 the last dates for submission of “Representation against non-promotion” are 10.05.2011 for ZM(O/S) / CE(O), 18.05.2011 for DZM/SDM/DyCE and 28.05.2011 for rest of the cadres.

All Zonal Secretaries are advised to call for Names etc from Divisional Secretaries (directly from members in which Divisions NOINO units have not been formed) of the officers who missed their promotions, are representing for it, and are willing that their cases be followed-up by NOINO latest by 25th May 2011. The said data duly compiled by the Zone in the format, sent to their email id's, must reach the undersigned latest by 5pm on 27th May 2011.

Please note, it would not be possible to accommodate the data reaching after 27th May.

NOINO Ahmedabad unit formed

We are happy to announce that NOINO has formed yet another unit. This time it is in Ahmedabad in Gujarat under WZ.  On Monday 16th May 2011, an ad-hoc committee was formed as follows:-

NOINO, WZ achieves


Reproduced below is a circular issued by NOINO, WZ unit. NOINO, WZ has yet again secured many significant achievements for the officers of Western Zone which are elaborated in this circular..


NOINO does it again!

            NOINO is always at the forefront in taking up the issues of Class I Officers & resolving the same. You might be aware that a NOINO WZ delegation met the Zonal Manager of WZ, Shri R R Dash on 30th April 2011, wherein many issues of Class-I Officers were taken up. At that time the Zonal Manager had noted all the points raised by us and had given assurance to do the best. Now all the lists of Promotions/Transfers/Postings within WZ are out. One can observe that almost all the demands raised by us have been accepted. The Zonal Manager & the team of WZ management deserve appreciation for taking a humane approach.
         We would like to remind you once again the points raised by us with the ZM, its follow-up & its result:-

Transfer policy:  We had demanded that the request transfers of Class-I officers after completion of 2 years in case of male officers and 1 year in case of female officers in all cadres of Class-I officers should be considered. We had, therefore, demanded fixing the criteria for request transfers in all cadres (including marketing officials) to 2 years in the ensuing round of promotions & transfers.
                        We are happy and proud that NOINO could achieve this after vigorous follow up. In the current round of Promotions/Transfers the Zonal Management considered our request and fixed the criteria of request transfer to 2 yrs in case of male officers and 1 yr in case of female officers. Hitherto transfers in the cadre of AO/ADM were considered only after 3 years. This proves that NOINO is the only organization which takes up general issues of Class I instead of concentrating on just a few individual cases.

Postings of Officers to other Zone on promotion :  We had pointed out that in the recent round of promotions to the cadre of ADM/SBM many officers had been posted to other Zones. 39 out of 104 promotes have been posted to other Zone on promotion. We had requested ZM to take up this issue with Central office.
                        The ZM had said that since this issue is related to CO he would convey our feelings to the appropriate authorities. NOINO has already followed up this issue on 3rd May 2011 with Shri A K Dasgupta, Managing Director along with Bhartiya Vima Karmachari Sena. The MD assured us that he would look into the matter.  A separate joint circular would be issued shortly in this matter.

Postings on Promotion: We also discussed the issue of postings on promotion criteria within the Zone in the current promotion round. 
                        On this issue Zonal Manager assured us that he would try to give suitable postings to all promotees so that everybody would be inclined to accept the promotion.
                        One can observe that most of the officers have got postings in the same division or nearer division. The age criterion of the earlier years has been relaxed & those who might have got remote divisions, got comparatively better postings than in the earlier years.

De-Rotations :  We  had said that most of the officers  were job rotated to Marketing side somewhere in the month of June or October and after that they purchased their vehicles. However, after completion of their marketing tenure they were De-rotated in the regular round of Promotions/Transfers i.e in the month of April/May. Consequently, they were compelled to pay the book value of their vehicles for the remaining months up to the date of their vehicle completing 5 years which put financial burden on the officers. In this context we had suggested that the officer should be de-rotated after the completion of 5 years from the date of purchase of his/her vehicle OR if de-rotated in the regular round of Promotion/Transfer then the book value be borne by corporation.
                        In the current round of Promotions/Job-Rotations/Transfers our Zonal Manager has taken due care of such cases and continued these officers in marketing side till the completion of 5 yrs from the date of purchase of their vehicles. Consequently, nobody would be penalized to pay book value from their pocket.

                     We assure all Class I Officers to pursue the pending issues to their logical end.

LIC Chairman changes


Shri Rakesh Singh, IAS, Additional Finance Secretary, Ministry of Finance, Govt of India has been given the charge of LIC of India as Chairman, presumably for a period of 3 months. Shri T.S.Vijayan, ex-chairman has been made Managing Director in LIC itself.

NOINO WZ MEETS ZM WZ


              On 30th April 2011 NOINO, WZ delegation met Zonal Manager WZ Shri R.R.Dash. NOINO delegation was led by Shri G.G.Kamath, All India General Secretary, NOINO. Others in the delegation were Shri V.V.Shastri, Zonal Secretary,WZ, Smt Anagha Sant, Organising Secretary, Shri Manish Patankar, WZ Jt.Secretary and Shri Dattaraj Prabhukhanolkar, NOINO, General Secretary, Mumbai Unit. On this occasion the delegation welcomed Shri R.R.Dash, Zonal Manager on behalf of NOINO, WZ. It discussed the  following issues of Class-I officers in this meeting.

Postings of Officers to other Zones on promotion :  NOINO, WZ pointed out that in the recent round of promotions to the cadre of ADM/SBM many officers had been posted to other Zones. 39 out of 104 promoted officers had been posted to other Zones on promotion. This caused lots of resentment among the officers.  The delegation also submitted that on initial analysis it seemed that while posting in other Zones no specific criteria had been followed e.g. junior officers (in age) were retained in the Zone and senior officers (in age) had been posted to other Zones. It also informed him  that only 2 Dy. Managers, that too from CLIA department, despite giving excellent performance under critical situation in CLIA, were  promoted and posted in the Central Zone. NOINO WZ requested him to take up this issue with Central office.

                        Zonal Manager said that he would convey the feelings to the appropriate authorities.

Postings on Promotion : NOINO WZ also discussed the issue of posting on promotion, criteria within the Zone in the current promotion round. 
                        On this issue Zonal Manager assured that he would try to give suitable postings to all promoted officers so that everybody would be inclined to accept the promotion.

If this was not done, the very purpose of request transfer would be defeated and if officers get transfer before 3 years then many of the officers would be inclined to accept promotions. NOINO WZ, therefore, requested him to fix the criteria for request transfer in all cadres (including marketing officials) to 2 years in the ensuing round of promotions & transfers.

                        On this issue Zonal Manager seemed to be positive and assured to examine the possibility in ensuing round of transfers to the maximum possible extent.

De-Rotations :  The delegation  said that most of the officers  were job rotated to Marketing side somewhere in the month of June or October and after that they purchased their vehicles. Online Application for ZTC/STC/DTC :  The delegation inquired whether ZO would be considering the online applications of officers for STC/DTC directly or would be decided by respective SDMs as Central office had recently asked the officers to apply online who were interested to work in ZTC/STC/DTC,

                        On this issue he said that he would revert back after knowing the exact procedure and then act accordingly, but postings of officers in STC would be done by Zone as per old practice.

Information Sharing Meeting : The delegation informed the Zonal Manager that all the Divisional Offices were holding information sharing meeting for Development Officers & Agents  on regular basis. However, all the divisional offices were not conducting information sharing meeting for all classes. NOINO WZ demanded that information sharing meeting should be conducted for class-I officers’ union at Zonal level & and also at Divisional level.

                        On this issue the ZM was positive and assured that he would take positive steps in this regard.
